Almost 60 million Americans live in mandatory membership condo or homeowner associations. And that translates to an incredible 20% of the U.S. population that lives under the auspices of a fourth layer of government. They are said to have voluntarily given up their constitutionally guaranteed rights and are presumed to have chosen to "leave the American Zone". Yet despite this, the horror stories grow louder and more numerous, legislators continue to try to "fix" the many problems as more and more homeowners say "never again". But can they escape? What does the future hold for them?
