"Carefree living", "community", "Democracy at its best" are just a few of the buzz words commonly used to describe mandatory membership homeowner associations by the proponents of concept. While some of these words may conjure up images of happy homeowners all over the place, is that really the case? Who are the true beneficiaries of the system?
 
On The Commons with me this week is Sal Fariello. Sal claims that Crystal Hills Mini Farms association does not have the authority to charge mandatory dues to maintain the 71/2 miles of dirt roads which, he says, is the county's responsibility. That's the simple version of the issues - and just the tip of the iceberg - of life in this particular mandatory ( or is it?) homeowners' association.
